I can't say I agree here. Chrome is intending to provide you with your username and password that you asked it to save ANYWHERE on the web site you saved it. The password manager associates passwords to entire domains, not to unique URLs. Perhaps we're talking about two different things here... password-auto-fill versus address/phone/cc auto-fill.
